YAPG Seeking a Chief Executive Officer

Yankton Area Progressive Growth (YAPG) is seeking an experienced Chief Executive Officer. 

Under the direction of the YAPG Board of Directors, this position oversees all programs, activities and goals of the YAPG Board of Directors, and will maintain a diverse local economy focused on manufacturing, value-added agriculture, healthcare, archery, retail, downtown revitalization, entrepreneurship, and education. This individual will solve problems of a political and organizational nature by enhancing and maintaining positive public relations with the membership, media, employers, business community, and government; will communicate and meet on a regular basis with local, state, and federal officials in an effort to represent Yankton's economic development interests. This individual will also plan, develop and implement strategies and programs of economic and community development; attend conferences, conventions, and tradeshows to remain current with available programming, and with nuances in the practice of economic development.  This position reports to the YAPG and Yankton Area Chamber of Commerce Board of Directors.


  1. Develops partnerships and maintains relationships with manufacturers, small business owners, Yankton School District, Mount Marty College, RTEC, Onward Yankton, Yankton Area Chamber of Commerce, the Convention and Visitors Bureau, Meridian District, and others as may be identified.
  2. Serves as a liaison and communicates with elected officials, utility companies, planning districts, media as it relates to economic development.
  3. Develops and maintains a cohesive team, promoting cooperation and efficiency between YAPG, Yankton Area Chamber of Commerce, and Convention and Visitors Bureau.
  4. Responsible for working with the Executive teams of both organizations on all staff performance reviews and performance related issues.
  5. Supports and provides guidance for the initiatives and programs established by the organizations’ Boards of Directors.
  6. Oversees the accounting, finance, and budget preparation for the organizations.
  7. Works closely with City of Yankton staff to develop community infrastructure.
  8. Responsible for all building maintenance needs.
  9. Performs research and disseminates information relating to topics including labor, demographics, and trade area statistics. Develops programs to strengthen local labor availability.
  10. Assumes additional responsibilities as directed by the YAPG Board of Directors.
  11. Oversees YAPG investor relations and funding for YAPG.



  1. Comprehensive knowledge of principles and practices of economic development.
  2. Can work confidentially on matters of a sensitive nature.
  3. Knowledge of available sites and buildings, zoning regulations, utilities, labor availability and skills, labor training programs.
  4. Strong communication skills and ability to convey the mission and direction of' YAPG, Yankton Area Chamber of Commerce, and Convention and Visitors Bureau.
  5. Working knowledge of Tax Increment Financing and other financial and incentive programs.
  6. Ability to develop teams to grow the local economy, promote Yankton's tourism industry, revitalize downtown, and support small business and entrepreneurship.

  3. Bachelor's degree from an accredited university in business administration or related field.
  4. 5 years of progressive responsibility in economic development or comparable experience in business management, public administration, or marketing.



  1. Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  2. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.



  1. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  2. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
